Google Ads AI Max: Should Service Businesses Use It?

Your Google rep called. They want you to turn on AI Max. It takes one click, it is free, and the deck says more conversions at the same cost.

The click is real. So is the part nobody walks you through: one of the settings it switches on by default can send a person searching burst pipe emergency to whatever page on your site Google likes best that day. On a six-page contractor site, that pool is small and it includes your About page.

Here is what AI Max actually is, which switches to set before you enable it, and the one account shape where it genuinely wins.

What is Google Ads AI Max, and is it a campaign type?

No. Google's own setup documentation says it in one line: 'AI Max isn't a new campaign type but an optimization layer within existing Search campaigns.' You do not build an AI Max campaign. You flip a toggle inside a Search campaign you already run, and it upgrades seven or so settings at once.

Per Google's help doc on how AI Max works, the toggle covers two halves. Search term matching expands your keywords using broad match plus keywordless technology. Asset optimization covers text customization (formerly automatically created assets) and final URL expansion.

The controls sit at different levels, which is why people lose track of them:

Read that table again. The three things that change what Google shows and where it sends people are the three that arrive switched on.

What does Final URL Expansion actually do to your landing page?

It replaces the final URL you set with a different page on your domain when Google predicts that page will perform better — and Google's final URL expansion doc states it is 'enabled by default when you opt-in to AI Max for Search Campaigns.' Google's stated guardrail is that it 'will only send traffic to URLs that are query relevant and themed to your ad group.'

That guardrail assumes you have pages worth choosing between. An e-commerce brand with 400 product URLs does. A plumbing company with a home page, three service pages, an About page and a Contact page does not. The set of 'query relevant' pages on that site is basically all of them.

Three knock-on effects nobody mentions in the pitch, all confirmed in Google's docs:

  • It drags text customization with it. Final URL expansion requires text customization to be on, so Google is also writing headlines and descriptions to match whichever page it picked.
  • Your pinned assets stop working. Google states that when final URL expansion is on, pinned responsive search ad assets 'aren't used if a more relevant URL is chosen.' If you pin a licence number, a service area or a price disclaimer, it can vanish from the ad.
  • Your fence only exists while the risk does. Google states URL exclusions 'require Text customization and Final URL expansion to be turned on.' You cannot pre-block your About and Careers pages and then flip expansion on later — the control is only available once expansion is already live.

You can switch final URL expansion off and keep everything else. Uncheck it in the campaign's AI Max panel. Keeping search term matching while turning off the landing-page override is a legitimate, supported configuration — and for most service businesses it is the right one on day one.

How is AI Max different from Performance Max and broad match?

AI Max stays inside Search. Google's own FAQ says AI Max 'is specifically designed as a suite of features to optimize Search campaigns' and lets you 'maintain familiar Search campaign structures.' Performance Max is a separate campaign type that spends across Google's other surfaces, and we cover the tradeoff in our take on Performance Max for service businesses.

The honest verdict: AI Max is closer to broad match with better reporting than it is to Performance Max. That reporting is the actual upgrade. Google's search terms report gains an 'AI Max' match type plus a source column showing whether a match came from broad match expansion or keywordless matching, and the landing pages report gains a 'Selected by' column. You can finally see what the machine did. Use it — and prune with negative keyword lists every week.

How many conversions a month do you need before AI Max can learn anything?

Google does not publish an AI Max minimum, but it publishes the next best thing: its Target CPA documentation says 'we recommend you measure performance for the last 30 days, including at least 30 conversions.' Google's setup doc also states that search term matching, final URL expansion and text customization 'require conversion-based Smart Bidding strategies in order to function effectively.'

So 30 conversions in 30 days is not a learning threshold Google promises — it is the volume Google itself says you need before the numbers mean anything. Under that, you will not be able to tell whether AI Max helped, hurt, or did nothing. You will be reading noise and calling it a result.

Count only conversions you would answer the phone for. A roofer feeding Google 40 page views tagged as conversions is training the system to buy page views. Feed it booked calls and form leads, and if your lead tracking is not clean enough to do that, fix that before you touch the AI Max toggle. Our paid ads program starts there for exactly this reason.

Which AI Max controls should you set on day one?

Six, and you set them in the campaign before the toggle goes on — not after the first bad week. Every one of these is documented in Google's AI Max setup guide.

  • Final URL expansion: off. Campaign level. This is the one that overrides your landing page. Turn it on later, deliberately, once you have seen what search term matching does on its own.
  • Brand exclusions: your competitors. Campaign level. Stops keywordless matching from spending your budget on people searching for the plumber down the road.
  • Locations of interest: your service area. Ad group level. This targets the geography named in the query, which matters when your location targeting says 'people in Denver' but the searcher types 'AC repair Aurora.'
  • URL exclusions: About, Careers, Blog, Privacy. Campaign level, and it needs text customization and final URL expansion on to be active. If you ever do run expansion, this is your fence.
  • Negative keyword lists: jobs, DIY, salary, free. Keywordless matching does not care that 'HVAC technician salary' is not a customer. Your negatives do that work.
  • Text customization: know it is on. Campaign level, enabled by default with AI Max. Turning it off also turns off final URL expansion, so decide deliberately whether you want Google writing headlines from your page copy.

When does AI Max genuinely beat a tightly keyworded search campaign?

One account shape wins reliably: a broad service catalog with a thin keyword list. Google's launch post claims advertisers activating AI Max 'typically see 14% more conversions or conversion value at a similar CPA/ROAS,' rising to 27% 'for campaigns that are still mostly using exact and phrase keywords' — footnoted as Google internal data from 2025, covering non-Retail advertisers whose campaigns took more than 70% of conversions from exact or phrase match.

That is a vendor's own number about its own product, so treat it as a hypothesis, not a forecast. But the shape of it is believable: the uplift is biggest where the keyword list is narrowest relative to what the business actually sells.

Translated to a service business: a multi-trade home services company with 30 services and 40 exact keywords has a real gap for AI Max to fill. A single-service emergency plumber with 12 keywords, a six-page site and a 24/7 phone line does not — that account is already covering its demand, and expansion mostly buys adjacent queries that never book. Same logic applies whether you sell plumbing, HVAC or roofing.

How do you test AI Max without gambling your lead flow?

Test it on one campaign, with final URL expansion off, over a window long enough to clear the 30-conversion bar Google itself uses for evaluation — and write the kill rule down before you start.

  • Pick one campaign, not the account. Your best-performing campaign is the worst test subject. Use a mid-volume one you can afford to lose for a month.
  • Set the six controls above first. Especially final URL expansion off and brand exclusions on.
  • Declare the kill rule in advance. Example: if cost per booked call rises more than 20% over the baseline period, it goes off. Deciding this afterwards is how people talk themselves into a bad result.
  • Read the search terms report weekly. Filter to the AI Max match type and the source column. That is the whole point of the upgrade — if you are not reading it, you are just running broad match with extra steps.
  • Judge on booked jobs, not conversions. A 14% conversion lift that is all tire-kickers is a loss. This is why we run a 90-day kill switch on any channel that stops producing qualified leads.

If your lead volume is thin and your site is six pages, the answer today is simple: leave AI Max off, or run it with final URL expansion disabled and the controls set. Nothing about the toggle expires.

Two controls. Turn off final URL expansion at campaign level, which stops Google substituting landing pages entirely. Or, if you want to run expansion, use URL exclusions at campaign level to block pages like About, Careers, Blog and Privacy, and URL inclusions at ad group level to restrict serving to the URLs you pick. Note that Google requires text customization and final URL expansion to be on before URL exclusions can be used at all.

Should a small local business turn on AI Max?

Usually not without turning off final URL expansion first. AI Max's features rely on conversion-based Smart Bidding, and Google's Target CPA guidance recommends evaluating performance over 30 days with at least 30 conversions. Below roughly that volume you cannot tell whether the change helped or hurt. If you run a single-service business with a handful of keywords and a six-page site, expansion has very little useful room to work with.

How do I run an AI Max experiment safely?

Pick one mid-volume campaign rather than your best performer. Set brand exclusions, locations of interest, URL exclusions and negative keyword lists before you enable anything, and leave final URL expansion off. Run it long enough to collect at least 30 conversions, and write your kill rule down first — for example, cost per booked call rising more than 20% over baseline ends the test. Judge on booked jobs, not raw conversions.
