Google Ads Account Suspended: How to Get Reinstated

Your ads stopped. There is a red banner at the top of the account. Your phone stopped ringing about four hours ago and nobody at Google will pick up.
The panic move is to spin up a new account with a different email and card and get back on the auction by tonight. That move is the single fastest way to make a fixable suspension permanent. Here is what actually happened, and what actually gets accounts back.
Why did Google suspend your ads account?
Google suspended 24.9 million advertiser accounts and blocked or removed over 8.3 billion ads in 2025, according to Google's 2025 Ads Safety Report. Your suspension came from one of three buckets, and each one has a completely different path back.
Google's account suspensions overview lists the billing triggers by name: promotional code abuse, requesting a chargeback, suspicious payment activity, and an unpaid balance. It also covers unauthorized account activity — if Google thinks someone stole your login, it suspends the account to stop the charges.
Then there are policy suspensions, and those split in two. Egregious violations suspend you immediately, with no warning. Everything else runs through a strike system that warns you first.

Read your suspension email before you do anything else. Google says the email notification identifies every policy you were suspended for. That list is the entire brief for your appeal. Guessing at the reason is how people burn their first appeal.
What is the difference between a suspension and a disapproval?
A disapproval stops one ad; a suspension stops the entire account and drops it into read-only mode. If your ads simply stopped showing but the account is still live, you likely have a disapproval or a delivery problem — start with why your Google Ads are not showing instead of an appeal.
In a suspended account, Google says you can still cancel the account, claim refunds, make a payment, add a payment method, update security settings, run advertiser verification, submit your appeal, and download reports. You cannot run ads. Your campaigns, conversion history, and audience lists are not deleted — they are frozen.
In between sits the strike system. Google's repeat violations policy applies to a defined list of policies and issues no strike on the first violation — you get a warning email. The first strike is a 3-day temporary account hold, the second is a 7-day hold, and the third is a full suspension. Strikes 2 and 3 only land if the next violation happens within 90 days of the prior one.
That structure is a gift. If you are on a temporary hold, you have a warning shot and a clock. Fix the ads, acknowledge the strike, and you never reach the suspension conversation.
What does 'circumventing systems' actually mean?
Google's policy statement is one sentence: 'Engaging in practices that circumvent or interfere with Google's advertising systems and processes, or attempting to do so is not allowed.' It sits inside the abusing the ad network policy, and it carries the harshest enforcement Google has.
The page is blunt about what happens next: 'If violations of this policy are found, your Google Ads accounts will be suspended upon detection and without prior warning, and you will not be allowed to advertise with Google Ads again.' Note the plural — accounts, not account.
Circumventing systems is one of ten policies Google classifies as egregious. Google's own list:
- Circumventing systems

- Counterfeit
- Malicious software
- Prescription opioid painkillers
- Promotion of unauthorized pharmacies
- Unacceptable business practices
- Trade sanctions violation
- Sexually explicit content
- Child sexual abuse and exploitation
Most service businesses never go near eight of those. The two that catch legitimate US contractors, clinics, and law firms are circumventing systems and unacceptable business practices — and circumventing systems is usually triggered by something the business owner did after a smaller problem, not before it.
Why does opening a second account make it permanent?
Because Google wrote the rule down. Its suspensions page states that 'accounts related to the suspended account may be suspended' and that 'any new accounts that the advertiser tries to create may also be suspended.' Google's own recommendation is to reinstate the suspended accounts first, before attempting to create new ones.
Google links accounts by more than the login email. It reviews information from your ads, accounts, websites, content, user complaints, consumer reviews, regulatory warnings, and third-party sources. A new account pointing at the same domain, phone number, business name, or payment entity is not a fresh start — it is a signal.
There is a flip side worth knowing. Google says that if your account was suspended because other accounts verified with the same identity documents were suspended, your account is automatically reinstated once those other accounts are successfully appealed. Fix the root account and the collateral damage often unwinds itself.
So the discipline is boring and absolute: one account, one appeal, no side doors. Move your budget to Local Services Ads, Bing, or Meta while the appeal runs — that is a channel switch, not an evasion.
What does a successful appeal actually contain?
Google reinstates accounts 'only in compelling circumstances, such as in the case of a mistake' — so a winning appeal proves either that Google made an error or that you found and removed the root cause. It is not a request for leniency, and length is not the point.
You file it from inside the account: click the Contact Us link in the suspension notification at the top of the screen, which opens the appeal form. While the appeal is open, your account shows 'Appeal pending.' You get the outcome by email, and a rejected appeal can be re-filed the same way.
- Name every policy from the suspension email and answer each one separately — the email lists all of them.
- Show the fix, not the intent: the landing page you rewrote, the claim you deleted, the redirect you killed, the payment method you replaced.
- Explain your situation with specifics. Google's own tip: for cloaking, say why Google saw different content than users; for phishing, describe your partnership with the brand you referenced.
- Complete advertiser verification if you were asked to. Some advertisers cannot appeal at all until verification succeeds — and after 3 failed identity attempts, the appeal route closes.
- Submit ONE appeal and wait. Google says it may stop processing repeat appeals for the same suspension, and if it decides you are misusing the appeals function it suspends processing of certain appeals for 7 days.
Be honest in the form. Google explicitly asks advertisers to be 'thorough, accurate, and honest,' and the reviewer can see the account you are describing. A polished appeal defending a landing page that still violates policy is a wasted round.
How long does reinstatement take?
Google publishes no turnaround time for appeals — anyone who promises you a 48-hour reinstatement is selling. What Google does publish are three hard numbers: you have at least 6 months from the suspension date to submit an appeal, advertiser verification status can take up to 5 business days to update in your account, and abusing the appeal form can freeze appeal processing for 7 days.
Plan for the account to be dark for weeks, not hours. A suspension is permanent by default: Google states that once an account is suspended, it is considered permanent unless an appeal is submitted and the account is successfully reinstated.

Which industries get suspended most, and what do they do differently?
Google does not publish suspension rates by industry. It does publish which industries need approvals before a single ad runs: in the United States, an addiction treatment center must be certified by the LegitScript Addiction Treatment Certification program and be certified with Google. Two gates, both before launch.
The other landmine for regulated service businesses is the misrepresentation policy, which names ten sub-categories — including unreliable claims, misleading representation, dishonest pricing practices, unacceptable business practices, and unavailable offers. That is the policy your marketing copy walks into.

What the clean operators do differently is unglamorous. They cut outcome guarantees from ad copy. They make the price in the ad the price on the landing page. How do you make your account hard to suspend in the first place?
Google says over 99% of policy-violating ads were stopped before they ever served in 2025, and that it reviews 'ads, accounts, websites, content, user complaints, consumer reviews, regulatory warnings and rulings, and other third-party sources' when deciding whether you are violating policy. Your ad copy is a small slice of what gets judged. Your business is what gets judged.
- Complete advertiser verification early, while nothing is on fire. Verification you already passed is not a hostage later.
- One business, one Google Ads account, one billing entity. No 'backup' accounts sitting warm.
- Own your ad account. If an agency holds the login and the billing profile, its policy history is now your policy history. Any agency that will not hand you admin on your own account is a risk you are underwriting.
- Keep the landing page identical to the ad: same offer, same price, same business name, working phone number, real address, visible license number.
- Delete guarantee language. 'Guaranteed results,' 'we always win,' 'cheapest in the state' are unreliable-claims bait.
- Watch chargebacks and card changes. Google names requesting a chargeback and suspicious payment activity as suspension triggers — dispute a Google charge and you may lose the account instead of the money.
- Fix strike-level warnings within days, not quarters. A 3-day hold is a warning shot; a third strike inside 90 days is a suspension.

What is advertiser verification?
It is Google's identity check on the advertiser behind the account, and it can block your appeal entirely. Google says certain selected advertisers must complete advertiser verification successfully in order to appeal an account suspension, and that if it cannot verify their identity after three attempts, they will not be allowed to appeal at all. Verification status can take up to five business days to update in your account. Complete it before you need it.
Do med spas and addiction treatment centers need extra certification?
Addiction treatment centers do. To advertise recovery-oriented drug and alcohol addiction services in the United States, Google requires certification by the LegitScript Addiction Treatment Certification program plus certification with Google. Med spas do not need a blanket certification, but any prescription-drug or restricted-drug terms in your ads trigger Google's healthcare certification requirements, and outcome claims run straight into the misrepresentation policy's unreliable-claims rule.
What happens to my campaigns while I am suspended?
Nothing is deleted. A suspended account goes read-only: all ads stop serving, but you can still view the account and download reports. Google lists the actions you keep — cancel the account, claim refunds, make a payment, add a payment method, update security settings, complete advertiser verification, and submit your appeal. Your campaigns, conversion history, and audience lists are frozen, not erased, so a successful reinstatement puts you back where you were.
Can I get a refund on the balance in a suspended account?
Yes. Google says that if your account was suspended and you qualify for a refund, you can cancel the account and receive it. Cancelling and requesting a refund are both actions Google explicitly keeps available inside a suspended, read-only account. Understand the trade-off first: cancelling closes the door on that account, so do not cancel while an appeal you actually intend to win is still pending.
